City of Johnstown Stormwater Management
The City of Johnstown owns and operates a Municipal Separate Storm Sewer System (MS4) that collects stormwater runoff from roadways, parking lots, homes, businesses, green spaces, and wooded areas within the City. This stormwater runoff is discharged to local waterways, including the Stonycreek River, Little Conemaugh River, Conemaugh River, St. Clair Run, Elk Run, Hinckston Run, Solomon Run, Cheney Run, and Sams Run.
The City operates its storm sewer system under National Pollutant Discharge Elimination System (NPDES) General Permit No. PAG136245, issued by the Pennsylvania Department of Environmental Protection (PADEP). The City’s current MS4 permit coverage became effective on September 1, 2018. This permit requires the City to develop, implement, and enforce a Stormwater Management Program designed to reduce the discharge of pollutants from the storm sewer system to local waterways.
The City’s Stormwater Management Program includes the following six minimum control measures: Public Education and Outreach, Public Involvement and Participation, Illicit Discharge Detection and Elimination, Construction Site Stormwater Runoff Control, PostConstruction Stormwater Management, and Pollution Prevention/Good Housekeeping for Municipal Operations.
The City has adopted ordinances and requirements that support stormwater management, pollution prevention, and proper waste handling within the City. These include Ordinance No. 5160, the City’s Stormwater Ordinance, effective January 1, 2015, and Ordinance No. 4535, which addresses recycling requirements, effective July 11, 1990. The City also maintains stormwater management requirements for regulated activities, including land development and earth disturbance activities, to help manage runoff, protect water quality, reduce erosion, and maintain stormwater facilities.
Property owners, developers, and contractors should contact the City before beginning construction or development activities to determine whether a stormwater management plan, permit, review, inspection, or other approval is required.
Copies of the City’s Annual MS4 Reports, Pollution Reduction Plan documents, Stormwater Map, and other stormwater information are available for public review on the City’s website and at City Hall. Residents are encouraged to participate in the City’s Stormwater Management Program by reporting suspected illicit discharges, illegal dumping, unusual flows, or other potential sources of pollution entering the storm sewer system or local waterways through the City’s website.
