The City adheres to the International Property Maintenance Codes (ICC) and its own codified ordinances as the framework for enforcing property maintenance. High grass, missing windows, and sanitary conditions are just some of the aspects of property maintenance that the City monitors and enforces.

Each area of the City has one Code Enforcement Officer assigned to it. This individual monitors their areas for violations and investigates any complaints of improper property maintenance made by neighbors, landlords, etc.

RENTAL INSPECTIONS:

The City of Johnstown has thousands of rental units located throughout the City.  It is important to the City that these rental units have required safety features in place to ensure the safety of all tenants.  The City has updated our Rental Inspection ordinance to waive registration fees and lower the cost of inspections.  All rental units within the City must be registered with the City of Johnstown Code Enforcement Office.

Inspection Fee Schedule

  • Single-family dwelling: $50.00
  • Duplex or two-family dwelling: $150.00
  • Multi-family dwelling: $150.00
  • Halfway house: $1,500.00
  • Multiple property ownership: $50 per unit (10 or more units in the City)

RENTAL PROPERT REGISTRATION FORM

CONTRACTOR LICENSING:

The City of Johnstown requires a Contractor License for all contractors and subcontractors doing commercial building or repair projects within the City. This includes, but is not limited to, contractors doing work related to construction, alteration, repair, sign installation, site preparation, excavation, paving and demolition.

All contractors must complete and submit a registration form provided by the City along with correct payment. Proof of workers’ compensation and liability insurance must be presented. If a contractor does not employ other individuals, and does not carry workers’ compensation insurance, a notarized affidavit stating that there are no employees is required.

At the time of proper registration and payment of the fee, the contractor or subcontractor will be issued one (1) decal which is to be placed on all company owned vehicles. Additional decals are available at a cost of $2.00 each. The contractor’s license is valid for the calendar year in which it is issued no license fee will be pro-rated. The City of Johnstown Building Code Official reviews all records on file for contractors and determines eligibility for permit approval and renewal.
