The City of Johnstown Department of Community and Economic Development administer revolving loan programs intended to promote business growth, stimulate private investment, and support job creation within the City. These programs provide gap financing and other eligible assistance to qualified businesses in accordance with established underwriting criteria and program guidelines.
Enterprise Zone (EZ) Revolving Loan Program
Provides financing assistance to eligible businesses located within designated Enterprise Zone areas of the City. Funds may be used for approved capital expenditures, including real estate acquisition, building improvements, machinery and equipment, and working capital, where such investment will result in job creation or retention.
Urban Development Action Grant (UDAG) Revolving Loan Program
Offers financing derived from prior federal grant funds to support economic development projects that demonstrate significant community benefit. Eligible uses generally include fixed asset acquisition, construction, rehabilitation, and other activities that expand business operations and employment opportunities.
Job Development Revolving Loan Program
Assists businesses undertaking projects that result in the creation or retention of employment opportunities for City residents. Funds may be utilized for eligible project costs consistent with program requirements.
