The City of Johnstown offers three housing programs designed to preserve and improve the city’s housing stock while expanding homeownership opportunities for low- and moderate-income households.
Our programs focus on maintaining safe, quality housing for both homeowners and renters by addressing issues that can lead to disinvestment and neighborhood decline.
These efforts help ensure attractive, livable and healthy neighborhoods throughout the city.
Eligibility is based on:
- Availability of funds
- Property condition
- Household income (using HUD income guidelines)
All three programs are funded through the City’s Community Development Block Grant (CDBG) provided by the U.S. Department of Housing and Urban Development (HUD).
